Edit: ninja'd sorta. I think the main difference is the atk reduction. You only get monsters around Veiler by activating it in the Standby or Draw Phase, on a monster you already control. If you Chain this to Veiler, the target is already selected, so you don't dodge it.
Edit: Nevermind, I'm awful, sorry. Shruikon  You're missing something. In my opinion, Lance is far and away the better card in most situations. Dress is essentially a temporary Safe Zone and is only reactive to any destruction effects - the targeting restriction will not work if your monster has already been targeted. Lance is also slightly better in allowing you to beat over tough monsters.
So, Lance and Dress don't really do the same thing at all. When comparing Dress to Lance, the only thing Dress has over Lance is that it's good against monster destruction effects. Lance is better against any other spell or trap card. Only if you pre-emptively use Dress in your stand-by phase. Otherwise they can just chain Veiler to Dress and chaining Dress to Veiler doesn't work. After actually reading both card texts dur , it seems obvious that Lance definitely has more practical applications in most games.
